A RESOLUTION ACCEPTING AND APPROVING PLANS FOR AN ADDITION TO THE
CITY FIRE STATION, ADVERTISING FOR BIDS, AND THE ENTERING INTO
LEASE ARaANGEMENTS WITHTHE FRIDLEY VOLUNTEER FIREMAN'S' RELIEF
ASSOCIATION.
• BE IT RESOLVED that the proposed plans prepared by Smiley &
Associates for the addition to the City Fire Station be accepted and
approved.
BE IT FURTHER RESOLVED that the Manager be authorized and dir-
ected to advertise for bids for the construction of said addition.
BE IT FURTHER RESOLVED that the City Attorney be directed to
prepare the necessary instruments to permit the erection and con-
struction of said addition by the Fridley Volunteer Firemans' Relief
Association from its funds with a lease of said addition to the City
of Fridley over a period of three years with title to then vest in
the City of Fridley.

EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF
FRIDLEY, MINNESOTA
Pursuant to due call and notice thereof, a Regular meeting of
the City Council of the City of Fridley, Minnesota, was held at the
City Hall in said City on Monday, December 16, 1963, at 8:00 o'clock
P.M., with the following members present: Mayor Nee, Jonanson,
Sheridan, Wake; The following members absent: Brook
Member Wake, introduced the following resolution and moved
its adoption:

A RESOLUTION CAT LING THE SALE OF $2,025,000 REFUNDING BONDS OF
THE CITY
(1 ) It is hereby found, determined and declared that there are
presently outstanding $270,000 principal amount of Water
and sewer Improvement Bonds of the City, dated as of January 1, 1959,
maturing in the amounts of $15,000 in each of the years 1965 through
197n and 20,000 in each of the years 1971 through 1979, with bonds
hatAng stated maturity dates in the rears 1970 through 1979, being each
'subject to redemption and prepayment at the option of the City on
January 1, 1969 or any interest payment date thereafter at a price
of 102-1/2% of par if redeemed prior to January 1, 1974, and with-
out premium if redeemed on or after January 1, 1974; and that there
are also presently outstanding % 505,000 principal amount of Water
and Sewer Improvement Bonds of the City dated December 15, 1959,
maturing in the amounts of 125,000 in the year 1964, and $30,000
in each of the years 1965 through 1980, bonds maturing after December 15,
1969, being subject to redemption and prepayment on that date or
any interest payment date thereafter at a price of 102% of par, plus Ill
accrued interest; and that there are also outstanding $1,250,000
principal amount of Water and Street Improvement Bonds dated April 1,
1961, maturing in the amounts of : 110,000 in each of the years
1965 through 1967, $95,000 in each of the years 1968 through
1972, 340,000 in each of the years 1973 through 1975, $50,000
in each of the years 1976 through 1978, $55,000 in the year 1979 and
60,000 in each of the years 1980 through 1981 , with bonds maturing
in the years 1973 through 1981 being subject to redemption and pre-
payment at the option of the City on February 1, 1972 and any int-
erest payment date thereafter at a price of 102% of par, plus accrued
interest; that all principal and interest coming due on all bonds of
said issues from the respective dates of issue through February 1,
1964, has been duly paid or deposited for the purpose of payment with
the paying agent for said bonds; and that the interest cost to the
City can be reduced by refunding the balance of said outstanding bonds,
in the principal amount of $2,025,000, by the issuance of refunding
bonds in accordance with the provisions of Minnesota Statutes, Section
475.54 as amended.
(2) It is hereby found, determined and declated that it is
necessary and desirable for the City to effect savings
in interest by refunding said outstanding bonds by the issuance of
said refunding bonds.
(3) Thi Council shall meet at the time and place specified
in the form of notice hereinafter prescribed for the pur-
pose of opening, receiving and considering sealed bids for and awarding
the sale of Refunding Bonds in the total principal amount of $2,025,000
and the City Manager is hereby authorized and directed to cause notice
of the tire, place and purpose of said meeting to be published once in
the official newspaper of the City, which is a legal newspaper having
general circulation in the City, and once in the Commercial West, a
weekly financial periodical published in Minneapolis, Minnesota, at
least ten days in advance of the date of said meeting, which notice
shall be in substantially the following form:
NOTICE OF BOND SALE
$2,025,000 GENERAL OBLIGATION REFUNDING BONDS
CITY OF FRIDLEY, MINNESOTA
NOTICE IS HEREBY GIVEN That the City Council of the City of Fridley,
Minnesota, will meet at the City Hall located at 6431 University. Avenue
in said City at 8:00 o'clock P.M., on January 20, 1964, to receive and
consider sealed bids for and award the sale of $2,025,000 general
obligation, negotiable coupon Refunding Bonds of the City to be issued
to refund a like principal amount of outstanding bonds of the City.
The bonds shall be dated February 1, 1964, each in the denomination of
T1,000 or $5,000 (bidder's option) The bonds shall bear interest at
the rate or rates designated by the successful bidder, subject to the

limitations stated below, payable on August 1, 1964, and semiannually
thereafter on each February 1 and August 1 and shall mature in order
of serial numbers on February 1 in the following years and amounts:
1.45,000 in the year 1965; $165,000 in each of the years 1966 and 1967;
U55,000 in each of the years 1968 through 1972; $105,000 in each of the
years 1973 through 1979, and U0,000 in the year 1980, all dates inclu-
suve;
with bonds maturing in the :rears 1976 through 1980 subject to redemption
and prepayrent at the option of the City and in inverse order of serial
numbers on February 1, 1975, or any interest payment date thereafter at
a price of 101% of par, plus accrued inter7,st. Principal and interest

will be made payable at any suitable banking institution designated
by the successful bidder, and the City will pay the customary and reason-
able charges of the paying agent. Without cost to the purchaser and
within forty days after award of sale, the City will furnish the printed
and executed bonds, the unqualified approving legal opinion of Messrs.
Howard, Peterson, LeFevere, Lefler & Hamilton, of Minneapolis, Minnesota,
and the customary for- of no-litigation certificate. The bonds will be
delivered anywhere in the Continental United States without cost to
the purchaser.
Sealed bids marked "Bid for :!;2,025,000 Refunding Bonds" must be received
by the undersigned Manager Prior to the time of sale or may be delivered
to the undersigned Fiscal Agent prior to 4:00 o'clock P.M.,. the day of
the sale. Each bid must be unconditional except as to legality, which
may be conditioned upon the above-described legal opinion which will be
printed on the bonds. Each bid must be accompanied by a cashier's or
certified check in the amount of 40,500 payable to the City Treasurer,
to be forfeited as liquidated damages if the bid is accepted and the
bidder fails to comply therewith.
Bids will be preferred according to the lowest net interest cost, less
any premium offered. Bidders may specify not more than three basic annual
rates of interest for the bonds, provided that not more than one such
basic rate may apply to bonds having a common maturity date. No basic
interest rate may be higher than the interest rate specified for bonds
having a later maturity date. Bids may provide that some or all of the
bonds shall bear a single additional interest rate for any portion of their
term, but such additional interest may not exceed $20,250. Each interest
rate and any combination of interest rates applicable to any bond must be
expressed in integral multiples of 1/10 or 1/4 of 1% per annum, and no
rate or combination of rates may exceed 6% per annum on any bond for any
portion of its term. No bid for less than par and accrued interest
from date of the bonds to date of delivery will be considered and oral
auction bids will not be received. The City Council reserves the right
to reject any and all bids and to waive any informalities in any bid.

BE IT R7SOLVED, that the City enter into an agreement with the
State of Minnesota, Department of Highways for the following purposes,
to-14t:
To appoint the Commissioner of Highways to act as the agent of
the City in the r location of City owned water mains, sanitary
sewers and app rtenances tl-:ereto as necessitated by Trunk High-
way 694 construction; and to authorize said Commissioner to pay
the State's contractor directly for said utility relocation.
BE IT FURTHER RESOLVED, that the Mayor and City Manager be and
they hereby are authorized to execute such agreement.

A ESOLUTION TRANSFERRING OF CERTAIN FUNDS
WHEREAS, the City Council has previously authorized certain
expenditures beyond the budgeted amounts allocated to the various
departments of the City's General Government not previously anti-
cipated in the 1963 Budget.
NOW, THEREFORE BE IT RESOLVED, By the City Council of the City
