changed to read: The term of mayor and of each councilman
shall begin on the first official business day in the month of
January next following his election and shall end when his
successor has been duly elected and has qualified.
COUNCIL MEETINGS: Shall the Charter, Page 8, Chapter
3, Section 3.01, line 2, be changed to read: on the first offi-
cial business day in January following a regular municipal
election, the council shall meet at the city hall at the usual
time for the holding of council meetings.

powers by this charter expressly or impliedly granted, all
the powers to raise money by taxation pursuant to the laws

which it may be a member from time to time, provided that
the amount of taxes levied against real and personal prop-
erty within the city for general city purposes shall not
exceed 40 mills on each dollar of the assessed valuation of
the property taxable in the city.
