PUBLIC HEARINGS:
4.Consideration of an Ordinance Amending the Fridley City Charter, Chapter 2, City
Council Organization.

by Councilmember Bolkcom to waive the reading of the public hearing notice and
open the public hearing. Seconded by Councilmember Saefke.

Deb Skogen,
City Clerk, said the Fridley Home Rule Charter is the fundamental law defining the
powers the citizens agree to give to the City. The Charter Commission reviewed Chapter 2 of
the Fridley Charter, and in January presented their report and recommendation to the City
Council to amend the Charter by ordinance. Minnesota Statute Section 410.12, Subd. 7, allows
for charter amendments by ordinance upon recommendation of a Charter Commission. It
requires notice of public hearing and publication of full text of the amendment at least two weeks
prior to the public hearing. The public hearing was scheduled for February 13, 2017, and the
proposed ordinance was published on January 20, 2017 in the City’s official newspaper. The
proposed amendments are non-substantive and were made to clarify the language and make it
easier to understand. Official adoption of the ordinance requires a unanimous vote of the City
Council. If the vote is unanimous, the ordinance becomes effective 90 days after publication.
Ms. Skogen
reviewed the amendments to Chapter 2:
Section 2.02 Elective Officers, the language is the same. It has just been rearranged
separating the first order of business and when councilmember terms end.
Section 2.03 the Mayor, the Charter Commission recommends the councilmember-at-large
serve as the mayor pro tem as they are also elected citywide.

Section 2.04 the Councilmember at Large, was created to define the role and to make the
language consistent with the mayor and ward councilmembers. This addition required the
renumbering the sections.
Section 2.05 Ward Councilmembers, the word “redetermined” was changed to “redistricted”
so the terminology matches that of state tax law.
Section 2.07 Vacancies in the Council, was put in bullet point form.
Section 2.08 Salaries and Expenses, was broken into two paragraphs.
Ms. Skogen
said staff recommends holding the public hearing on this item.

by Councilmember Barnette to close the public hearing. Seconded by
Councilmember Saefke.

NEW BUSINESS:
5.Informal Status Reports.
Councilmember Bolkcom
invited the public to the Student Art Show where 650 pieces of art
will be on the gallery walls through March 4. This event is sponsored by the Fridley-Columbia
Heights Rotary Club.
Mayor Lund
announced that the Springbrook Nature Center Spree is Saturday, March 4. This is
an opportunity to see the new facility. There will be dinner, live music and a silent auction.
Proceeds will benefit the Nature Center. Tickets are $40 per person. Information can be found
on the website.
