Re: MOORE LAKE BEACH CLOSURE AND ORDINANCE REPEAL
At the May 7,2018 Park and Recreation Commission Meeting,we discussed staff's interest in closing the
swimming beach at East Moore Lake. Based on recommendations by staff, the Commission voted to
suspend the operation of the swimming beach.
Since the last meeting, staff researched regulations and ordinances and learned that Chapter 507 of the
City Code details the rules related to swimming beaches and would need to be modified or repealed as
well as a resolution. Since East Moore Lake is the only swimming beach, it was suggested by City
Manager Wally Wysopal to take steps to repeal the ordinance.
I have attached the draft resolution and language to repeal Chapter 507 for your review and
consideration. If adopted by the Park&Recreation Commission,it would then be provided to the June
11,2018 City Council meeting for their actions.

RESOLUTION NO. 2018- 01
A RESOLUTION RECOMMENDING REPEAL OF FRIDLEY CITY CODE CHAPTER
507 ENTITLED SWIMMING BEACHES
WHEREAS, the City of Fridley has operated a municipal swimming beach located at East Moore
Lake for many years; and,
WHEREAS, the City Ordinance Chapter 507 allows for the operation and regulation of a municipal
swimming beach; and,
WHEREAS, the Moore Lake Beach is the only municipal swimming beach in Fridley and allows
the season to operate from June 15 through Aug., 15 each calendar year as directed by the Park and
Recreation Commission,per ordinance; and,
WHEREAS, the beach has been a popular beach for residents and non-residents in the distant past;
and,
WHEREAS, the City of Fridley Parks and Recreation staff have performed attendance counts over
the last few years and seen declining interest in attendance at the beach and swimming at the beach;
and,
WHEREAS, the City of Fridley has solicited feedback from the general public, the Park and
Recreation Commission and City Council about the appeal and interest in the swimming beach in
taking comments and data collected from several surveys; and,
WHEREAS, a 2016 survey conducted to support the City's Comprehensive Plan indicated more
than 56% of respondents indicated that the water quality negatively affects their use of the park and
nearly half view water quality as poor;
WHEREAS, the City is currently developing a Master Parks Plan for all City parks, which will
include the Moore Lake Park; and,
WHEREAS, the expenses have been increasing related to maintaining a swimming beach
including staff operation of the beach house, weekly maintenance of the beach and waterfront,
installation and maintenance of beach buoys/markers, weekly water quality monitoring, and
possible water treatments for high levels of bacteria. In addition, the beach house/building is in
need of significant repair and renovation; and
WHEREAS, the City of Fridley reduced beach operations and eliminated supervised and life guard
functions in 2003; and

WHEREAS, recent discussions with City staff in developing a master plan for Moore Lake and
swimming beach, have revealed concerns about the reality of the City's ability or economic
feasibility to reverse water conditions and improve swimming beach conditions given the
environmental impacts,permit requirements, and limited resources; and,
WHEREAS, the Canadian Goose and duck population returns each year and additional goose
management is necessary and contracted with a third-party, which requires costly permits and
mitigation in order to limit the potential threat of bacteria at the swimming beach; and,
WHEREAS, based on information provided to the Park and Recreation Commission at the May
7, 2018 meeting, the Commission adopted a motion to suspend the swimming beach operations;
and,
WHEREAS, City staff was directed to repeal Ordinance Chapter 507 of the Fridley City Code in
its entirety; and,
WHEREAS, if adopted, City will immediately provide signage, public notices and information
to notify the public of the swimming beach closure and to discourage swimmers; and,
NOW, THEREFORE, BE IT RESOLVED, that the Fridley Park and Recreation Commission
hereby advises the Fridley City Council, after review, examination and recommendation, that
Fridley City Code Chapter 507 related to swimming beaches be hereby repealed in its entirety.
BE IT FURTHER RESOLVED that the Parks and Recreation Commission recommends the
Fridley City Council to direct staff to close the municipal swimming beach at East Moore Lake.

The Fridley City Council hereby finds after review, examination and recommendation of the
Fridley Park and Recreation Commission that Chapter 507 related to swimming beaches be
hereby repealed in its entirety and ordains as follows:

Staff reported that the City stopped renting the unit out to other cities in 2017 and is just using it for
in-house events, such as 49'ers Day event and a one-day safety camp.
Public Works maintenance staff shared a number of concerns:
1. There is no storage area to house the unit within the grounds of the new civic campus and would
require off-site storage at the City's expense.
2. Though will be DOT certified for use this summer,the unit appears to be generally safe to operate
and will be ready for 49'ers Day and Safety Camp this summer. It will undergo a thorough
inspection this week.
3. The unit is need of significant repairs estimated to be approximately $8-10,000. Repairs would
include: repaneling the flooring,only one set of steps lead up to the stage need attention and only
one set is available (three are recommended). One door is completely inoperable after it was
broken into and damaged. It is uncertain if the lightening and electrical system is working. The
exterior has the old logo and is in need of sandblasting and a new paint job (inside and out). The
roof has not been inspected.
4. The expenses listed above do not include the staff time to transport, set up, tear down and
transport back to Public Works. It is estimated to cost approximately $400 in labor for four
workers to perform the work at approximately four hours. This rate would be increased if the
work was performed at overtime rates or on the weekends.
5. The Public Works Department was not reimbursed for the revenue generated for these functions
and maintenance costs have not been budgeted in the CIP to handle a major renovation for the
unit.
6. If the City were to keep the unit, it would be recommended to perform the required maintenance
and get it to an attractive state with the upgraded City logo to demonstrate pride and present a
positive image of the City.
7. It is not clear how much the market value of the unit is at this point, however, there are two
individuals who have expressed mild interest in the unit.
8. City staff believes that there will be very limited use of the unit going forward since there are
amphitheater options at Springbrook Nature Center and the new civic campus to offer a venue for
concerts and entertainment programs.
CONCLUSION:
Staff believes the showmobile has served a great value to the City and provided advertising,
awareness and goodwill to the City.The unit has recovered it expenses and made revenue for the City
over the 30 year history.
It is clear that the City will not likely need the unit for future programming.
Given the state of disrepair, the continued expenses, and the limited value of the current unit,
however, staff is recommending that further research be done to understand market values, an
accurate valuation, cost of a new unit, and to determine if there are other serious interests in
purchasing the showmobile(as is)before making any final recommendations or decisions.
While we have a little more work to do on this item, I hope this addresses some of the questions you
