CITY OF FRIDLEY
TO THE RESIDENTS OF FRIDLEY:
It is again a pleasure as your local representatives to present to you Fridley's third
Community Calendar and Report.The purpose of this calendar is to remind residents
of important events and functions of their municipal government. It is our hope that
each resident, both old and new, will find this calendar helpful in keeping abreast of
' community affairs, useful for personal notations, and a reminder of various city
' meeting dates,which you as a citizen of our community are urged to attend.
1974 is the City of Fridley's 25th Anniversary as a community.On June 7, 1949,
FRANK G. LIEBL the voters in the Village of Fridley voted that the Village of Fridley be incorporated.
Mayor In 1949 the population was 3,796 people. In 1974 our community has grown to a
TIM BREIDER present population of approximately 32,000 people. The Council Manager form of
t Councilman government was adopted in 1953,and in 1957 our community followed by adopting
' Ward 1 a Home Rule Charter.
Now, as much as ever, we invite everyone to participate in our Cit
y p p y government.
Attendance at Council Meetings and other City meetings, whenever possible, is an
important asset to our community. If any information is needed, our City staff
welcomes the opportunity to meet and provide assistance to the community,and it is
our intention, as your Council, to encourage and to ask for your support by actively
involving everyone in your City's affairs.
The City Council of the City of Fridley wishes you all a happy and a peaceful year

To the Citizens of Fridley: January 1,1974
Your City Employees are pleased to have a part in the
preparation of this Annual Report for your review and
information. Each year we are requested to put together
material compiling the activities of the past year and con-
dense it to a form which is a combination of statistical
information and readable facts. The problem is that there
is too much information to use in a report of this size to
circulate to all the residents of the City,but at the same time,
this is our effort in keeping the citizens of this community
well informed.
As City Employees we are very proud of the progress that has
been made in our community in the past year. We are
especially proud of the progress that has taken place in our
community in the past twenty-five years,and we hope this
progress and spirit of cooperation can continue for another
twenty-five.
As Employees of the City of Fridley we want to extend our
appreciation to the Citizens of Fridley for the cooperation we
have received through the years and want to encourage all the
Citizens to feel free to contact your City Hall to assist us in
making and keeping this community a wonderful place to
work and live.

Shown above is the organizational chart of your municipal government which indicates the lines of
responsibility for proper control, supervision and direction. Like the normal corporate structure, the
ultimate authority rests with those who vote. In this case in public elections as citizens, rather than in
periodic meetings of corporation stock-holders.While the stock-holder has a financial investment in a
private corporation,the voter has financial,social and moral investments in this community.
The direct election of the Mayor and City Council is designed to vest basic control with the voters.
The appointment of the City Manager by a five man Council is to ensure the continuity of operations
through professionally experienced management. As depicted above each of the City departments is
under the day to day supervision of the City Manager. Each of these departments is established to
assist or direct improved services for the citizens of Fridley.

In 1949 the City of Fridley Engineering Division was non-existent. All engineering work
between 1949 and 1958 was performed by a consulting engineering firm. The position of City
Engineer was established in 1958, and since that time, Fridley has had three City Engineers. The
Engineering Division itself has grown from three full time personnel to the present nine full time
employees.
The Engineering Division through the years has continually become involved in the advanced
planning and coordination of many improvement programs which provide safe and functional
facilities for a more pleasant and safe environment.
In 1949 the Fridley street system consisted only of dirt roads together with County and State
Highways. Twenty five years later, the street system consists of a 124.5 mile network of paved
streets which include 97 miles of City streets, 16.5 miles of County roadway and 11 miles of State
Highway. Improvements to provide safe, modern streets has been accomplished through the 10
year street improvement program which at the present time is 85%completed.

To control the ever increasing volume of traffic, construction of detached service roads along
T. H. 47 and T. H. 65 and the redesign of congested intersections together with installation of the
latest in traffic signalization has been planned and coordinated. At the present time 21 out of 25
major intersections are equipped with modern traffic control semaphores.
a With the cooperation of Fridley's four School Districts, the Engineering Division has
implemented a sidewalk improvement program which has resulted in 6.5 miles of sidewalk for the
safe movement of pedestrian traffic along heavily travelled roadways.To further aid pedestrian and
traffic movement and reduce the incidence of crime the street lighting improvement program has
provided 790 street lights throughout the City.
With a major railroad going through the City, the Engineering Division works to plan and
coordinate safe and efficient railroad crossings.An overpass at East River Road and 43rd Avenue is
currently under construction while final plans are being completed for an underpass on Mississippi
Street between East River Road and University Avenue.
With the vast number of improvement programs currently underway and with more planned for
the future the Engineering Division is continually striving to ensure a modern and safe environment
for the residents of Fridley.

Fridley Police
POLICE DEPARTMENT 1949 - 1974
In 1949 the Village of Fridley was protected by one part-time constable who
utilized his personal vehicle for patroling the Village streets. There was also a
Justice of the Peace,and the Court was held in the old Hayes School building at
night.
During August of 1952 three full-time men were hired and a vehicle was
purchased for patrol. During the same year the three original men that were hired
left city employment and they were replaced with three new men. Our Sergeant
Fritz was among the second group of men hired which gives him the distinction of
aeing the police officer with the longest length of service.
In 1954 the first full-time Chief of Police was hired by means of a competitive
exam. At that time there were three full-time and one part-time patrolmen. The
first permanent record system was also installed during this year.
Down through the years from 1954 to 1974 the department has grown from
three full-time and one part-time patrolmen to a modern professional law enforce-
ment agency consisting of twenty-eight sworn personnel, one secretary and five
civilian technicians. Our motorized fleet includes nine automobiles,one trail bike
and one snowmobile.The vehicles are equipped with modern equipment including
life saving devices with which to serve the community.
Your Fridley Police are emphasizing service to the community and the
prevention of crimes while maintaining a firm and fair philosophy toward law
violators. ? ;

The Fridley Police Department has taken a direct role in the planning and
implementation of the new Anoka County Major Crime Investigation Unit and the
Anoka County Law Enforcement Communication Center in an effort to provide "
our citizens with the greatest amount of service for the least amount of tax r
dollars. In addition we are very actively involved in the Minnesota Crime Watch
program which is designed to greatly reduce crimes in our community. We
encourage all citizens to participate in the Crime Watch program and to call the
Fridley Police Department on methods of preventing your home from being
burglarized.

The Fridley Parks and Recreation Department provides and maintains
a well balanced (family type) program of recreational activities.The
demand for more things to do with added leisure time has called for
a growing park program.More parks mean more recreation.Progress
means always being on the move in some more beneficial way.The
challenge of more time to do more things is what we have to provide
for in the years to come.Are we meeting this challenge? .... .

Fridley's History
It is always interesting to look back through history to see how one's 'Borne town"
has developed over the years. Such a study tends to show how fast-moving time really
is and why a City must constantly strive for improvement in order to keep pace with
the tunes. L

Fridley was first settled about the middle of the 19th Century. P.

John Sanfill filed a claim in 1847. Henry Rice settled here with
his family later and Rice Creek now bears his name. About the
same time Abram Fridley came with his family. Abram Fridley
was an agent for the Hudson Bay Company and was a fur trader
with the Indians. He had much to do with the early development s
of Fridley.
Following the Civil War many families moved into Fridley and
it became quite a busy town with a flour mill,feed mill,saw mill
and a starch factory and hotel.However,during the depression of
1893 and because of competition with St. Paul and Minneapolis,
the industrial and business growth crumbled.The town of Fridley f4
settled back to farming and scattered dwelling. f
Preparations for World War II started the present growth.
Northern Pump and its subsidiary, Northern Ordnance, became
the first major new industries. The Minnesota Linseed Oil plant
soon followed.After the war families started moving into the area. r� a
Much new housing was poor and ill planned and it soon became
apparent that the Town of Fridley would have to have some
zoning and building controls. The Fridley Booster's Club was .,

formed and they were determined to stop the slums and build a
sound community. They selected Carl F. Hartman to lead a drive
for Village incorporation. The Village was incorporated in 1949 N
and Carl Hartman was elected the first Mayor. The Village
established a community plan for development and set high
, v 4
standards for building.Substantial areas were reserved for industry
and business. New housing developments had contoured streets,
dedicated playgrounds,and surface water drainage.
Plan B of the Village Government was adopted in 1953 and
Ernest R. Madsen became the first Manager. Under his manage-
ment, arrangements were made for public sewer and the black-
topping of all streets. Fridley became the fastest growing com-
munity in the State.The Village became a City by the adoption
of the Home Rule Charter in 1957.

JFridley Fire Department
In late 1950, a group of concerned Fridley citizens felt that their
village needed its own fire department to protect the lives and property
of its citizens.
Thus, in September of 1951, the Fridley Fire Department was
founded and equipped with one pumper and all volunteer firefighters.
Y� I n those days,all dispatching was done from Art Christianson's Hardware
Store where the Village fire alarm phone was answered 24 hours a day.
Whoever answered the phone activated the fire siren summoning the
firefighters.
Twenty-two years later the Fire Department for the City of Fridley
�?s has eight pieces of fire fighting apparatus: four engine companies;one
"1 combination engine and ladder company;a fully equipped rescue squad
and boat;a four-wheel drive truck specially equipped to fight grass and
brush fires and the newest addition to the Fire Department,a 100 foot
® aerial ladder truck,which was put into service less than a month ago.
pti In that twenty-two years, the City has "grown-up" with industry,
9 commercial and residential growth sufficient to dictate a full-time Fire
Department staff of a Chief;Deputy Chief,whose duties include that of
a
Chief of the Fire Prevention Bureau;a station Captain and two full-time
firefighters. These men are complemented by a force of 31 volunteer
' firefighters who are all residents of the City.Officers from thevolunteer
manpower include two Assistant Chiefs,two Captains and a Secretary.
Today, all dispatching is done from a complex dispatch center
located in the basement of the City Hall. When an emergency call is
Y received for the Fire Department by the dispatch center,the dispatcher
sounds the alarm by radio through monitor radio receivers located in
the homes of all the firefighters and sounds the fire siren between the
hours of 7 A.M.and 10 P.M.
The Fridley Fire Department is manned between the hours of 8 P.M.
e
and 8 A.M. daily year around by the full-time Captain and two fire-
fighters five days per week with the volunteer firefighters rotated in
r shifts to cover the remaining two days per week.
The Fridley Fire Department responds to an average of one fire
every 24 hours,365 days of the year.
The Fire Department's responsibility is awesome when you consider
that they are charged with protection of the City's 32,000 citizens and
millions of dollars in industrial, commercial and residential property.
