Consideration Resolution of Support in Assisting Certified Power Incorporated to Receive a $100,000 Forgivable Loan through the Minnesota Department of Employment and Economic Development; and Resolution in Support of a Minnesota Investment Fund Application to the Minnesota Department of Employment and Economic Development in Connection with Certified Power Incorporated (Ward 3) FRIDLEY CITY COUNCIL MEETING OF MAY 13, 2019 PAGE 3 MOTION by Councilmember Bolkcom to open the public hearing. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY AND THE PUBLIC HEARING OPENED AT 7:25 P.M. Wally Wysopal, City Manager, stated Certified Power Incorporated (CPI) will locate to Fridley, consolidating operations from other locations which will bring jobs to Fridley. The Minnesota Department of Employment and Economic Development (DEED) will provide a grant for CPI to move to Fridley. The grant will be received by the City and then transferred to CPI to assist opening the business in Fridley. There are some requirements DEED will follow up on for compliance. Sara Massey, Certified Power Incorporated, said there are two locations in Minnesota--Burnsville and Brooklyn Park. This project will combine those locations and move other locations from Illinois to Minnesota. They will invest around $2.25M in the facility and create 35 to 37 jobs. They are locating in the Northern Stacks area. Councilmember Bolkcom asked when this will take place and when they will begin operating. Ms. Massey replied in September/October. MOTION by Councilmember Bolkcom to close the public hearing. Seconded by Councilmember Barnette. MOTION by Councilmember Bolkcom to adopt Resolution No. 2019-21 in support of a Minnesota investment fund application to the Minnesota Department of Employment and Economic Development in connection with Certified Power Incorporated. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. NEW BUSINESS: 8. Approve Change Order No. 1 for Stonybrook Outfall Stabilization Project No. 19-516. Jim Kosluchar, Public Works Director, stated Stonybrook Trunk Storm Sewer Improvement project was completed in 2018. On September 20, 2018, a rain event emergency repair was completed. Project elements include installation of two storm manholes and outlet pipes, FRIDLEY CITY COUNCIL MEETING OF MAY 13, 2019 PAGE 4 regrading of the embankment, salvage and installation of riprap, installation of steel sheet pile and restoration. The changes are: C1-1 - $3,235 to install Class II riprap in the topsoil of the swales during the grading of the embarkment to help with stabilization of vegetation for protection during rain events. This was a request from Coon Creek Watershed District during the permit process. C1-2 - $37,235.10 to install Class 5 riprap for protection from eroding around the outlets and sides of the channels. During construction in the channel into the Mississippi River, it was determined that there was not enough Class 5 riprap to be salvaged from the existing riprap. Lametti & Sons has achieved substantial completion of the project. A review of conditions with the adjacent property owners will be scheduled now that river levels allow observation of the channel. A walkthrough and final acceptance will be held in the next few weeks once the Mississippi River has lowered enough to see all aspects of the project. Staff recommends the City Council approve Change Order No. 1 for the Stonybrook Outfall Stabilization Project No. 19-516 in the amount of $40,228.90 to Lametti & Sons, Inc. If approved, the contract amount shall be increased from $329,400.00 to $369,688.90. Mr. Kosluchar advised that the 54” corrugated pipe under Alden Way would need repair as well, and is being planned for this summer. Mayor Lund asked if with the new pipe, the water can be diverted so the repairs can be done. Mr. Kosluchar replied yes, the repairs will come in at a lower cost to offset some of the cost of the overall project. Mayor Lund asked what the timeframe was. Mr. Kosluchar replied the plan is to limit inconvenience. Staff is working out the details right now and construction should not take more than a few weeks. It will not be as disturbing as the past construction. If there is good weather, this could be done in a few days. Councilmember Bolkcom said that some of the rocks look small. She indicated she has concerns that if a big weather event came through, the rocks could be washed out. Hopefully bringing in more riprap will prevent a wash-out. Mr. Kosluchar noted that they are working carefully around trees and using the riprap to stabilize the area. Councilmember Bolkcom asked if funds were available for further stabilization work by the properties at the Mississippi River. FRIDLEY CITY COUNCIL MEETING OF MAY 13, 2019 PAGE 5 Mr. Kosluchar replied the river is so large it is difficult to come up with a solution that will be meaningful. Staff will examine the area after the rain and after the water comes down a bit. The objective of this project is to provide flood relief for residents and businesses. MOTION by Councilmember Bolkcom to approve Change Order No. 1 for the Stonybrook Outfall Stabilization Project No. 19-516. Seconded by Councilmember Tillberry.
