Res 2019-54 Plans for Trail ProjectRESOLUTION NO. 2019 - 54 A RESOLUTION ORDERING PREPARATION OF PRELIMINARY REPORT, PLANS, AND SPECIFICATIONS FOR 7TH STREET AND 57TH AVENUE MULTI -USE TRAIL PROJECT ST2021-21 WHEREAS, the City of Fridley has developed an Active Transportation Plan that identifies improvements to promote multi -modal travel along 7th Street from 53rd Avenue to 61st Avenue and 57th Avenue from 7th Street to Trunk Highway 47, and WHEREAS, outreach to the adjacent neighborhood by City staff to receive feedback included a hosted onsite event on June 2017 and the public's preferred option was a separated multi -use trail, and WHEREAS, the City of Fridley has successfully obtained federal funding to improve 7th Street from 53rd Avenue to 61 St Avenue and 57th Avenue from 7th Street to Trunk Highway 47, and WHEREAS, this project has been incorporated into the City of Fridley's Capital Investment Program, and WHEREAS, the 2040 Comprehensive Plan has identified these segments of 7th Street & 57th Avenue to be in need of pedestrian and bicycle facilities, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley as follows: 1. That it appears in the interests of the City and of the property owners affected that there be constructed certain improvements to -wit: Street and trail improvements, including pavement reconditioning/resurfacing, asphalt trail, trail connection and intersection improvements, curb & gutter, storm sewer and striping including the street segments as follows: 7TH STREET 57TH AVENUE from 53RD AVENUE to 61sT AVENUE from 7TH STREET to TRUNK HIGHWAY47 That the work involved in said improvements listed above shall hereafter be designated as: PROJECT NO. ST2021-21 7TH STREET & 57TH AVENUE PEDESTRIAN AND BIKE TRAIL PROJECT 2. That the Public Works Director, James Kosluchar, P.E. City Hall, Fridley, MN, or his designee, is hereby authorized and directed to draw the preliminary plans and specifications and to tabulate the results of his estimates of the costs of completion and all fees and expenses incurred (or to be incurred) in a preliminary report of his finding stating therein whether said Resolution No. 2019 — 54 Page 2 improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated costs as recommended), including also a description of the lands or area as may receive benefits therefrom and as may be proposed to be assessed. 3.
