CCM 01/06/2020 CITY COUNCIL MEETING CITY OF FRIDLEY JANUARY 6, 2020 The City Council meeting for the City of Fridley was called to order by Mayor Lund at 7:02 p.m. ROLL CALL: MEMBERS PRESENT: Mayor Lund Councilmember Ostwald Councilmember Tillberry Councilmember Eggert Councilmember Bolkcom OTHERS PRESENT: Wally Wysopal, City Manager Andrew M. Bigerstaff, City Attorney CITIZEN RECOGNITION BY PUBLIC SAFETY DIRECTOR APPROVAL OF PROPOSED CONSENT AGENDA: APPROVAL OF CITY COUNCIL MINUTES: 1. City Council Meeting of December 23, 2019. APPROVED. NEW BUSINESS: 2. Resolution No. 2020-02 Requesting Municipal State Aid System Construction Funds for Other Local Use. ADOPTED RESOLUTION NO. 2020-02. 3. Claims: (187586 - 187693). APPROVED. 4. License: Temporary On-Sale Liquor Wally Wysopal, City Manager, stated this is for the Fridley Lions for February 21 at Banquets of Minnesota. APPROVED. FRIDLEY CITY COUNCIL MEETING OF JANUARY 6, 2020 PAGE 2 ADOPTION OF PROPOSED CONSENT AGENDA: MOTION by Councilmember Bolkcom adopting the proposed consent agenda. Seconded by Councilmember Tillberry. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. OPEN FORUM, VISITORS: No one from the audience spoke. ADOPTION OF AGENDA: MOTION by Councilmember Bolkcom to adopt the agenda. Seconded by Councilmember Eggert. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. NEW BUSINESS: 5. Resolution No. 2020-01 Confirming City Council Appointments and Designations. Mr. Wysopal stated in their agenda packets there is a report prepared by Melissa Moore, Administrative Services Coordinator and Deputy City Clerk, and Daniel Tienter, Director of Finance and City Clerk/Treasurer. Staff has combined multiple resolutions into one. This is required by the Fridley Charter so the City can inform the public about where to find information such as the City’s designated official newspaper, bank depositories and staff appointments to committees. Mayor Lund stated he likes the layout of this. Mr. Wysopal said it is a good measuring stick of the amount of involvement that goes on in the City of Fridley for getting the job done. Mayor Lund stated Mr. Wysopal is absolutely correct. Many people only see them on the air twice a month and think that is the extent of their business. It certainly is not. There are a few pages here of different positions filled by members of the Council, commissions, and others. There is a lot of work that goes into this and a lot of it is pro bono.
