Re: Statement of Canvass, November 3, 2020 General Election
Pursuant to Minnesota Statute § 205.185 and City Charter (Charter) § 4.09, the City Council
(Council) shall meet and canvass any election returns between three and ten calendar days after
any election. The Council must also make a full declaration of the results and file a statement
with the City Clerk and Anoka County (County).
On November 3, 2020 (Election Day), the City, in concert with County and the State of
Minnesota, conducted a General Election.On Election Day, eligible voters selected candidates
for the City offices of Mayor and Councilmember–at–Large. As of 7:00 a.m. on Election Day,
the City had 17,140 registered voters and registered another 1,376 voters that day for a total of
18,516 registered voters.
Prior to Election Day, the City and County accepted 9,007 Absentee Ballots (AB). Combined
with the 6,099 ballots cast on Election Day, the City realized a voter turnout of approximately
81%. For this election, the early balloting period occurred between September 18, 2020 and
November 2, 2020. The Statement of Canvass (Exhibit A) outlines the ballots cast and for
whom for this election. Based on that information, the election winners are as follows:
Mayor: Scott Lund (10,882 votes); and
Councilmember–at–Large: David Ostwald (10,233) votes.
In addition to the Statement of Canvass, the Charter requires both the “names of the judges of
the election” (Exhibit B) and “a true copy of the ballots used” (Exhibit C). In total, the City
employed 120 election judges throughout its 12 polling locations on Election Day.
Recommended Action
Staff recommend the Council make a motion to accept the Statement of Canvass and approve
Canvass Board Resolution 2020-01 certifying the results of the General Election held on
November 3, 2020.
CANVASSING BOARD
RESOLUTION NO. 2020-01
A RESOLTUION CERTIFYING THE STATEMENT OF CANVASS FOR THE
GENERAL ELECTION HELD ON NOVEMBER 3, 2020
WHEREAS, Minnesota Statute § 205.185 and City Charter § 4.09 requires the City Council,
acting as the Canvassing Board, tocertify results of the municipal election held on November 3,
2020; and
WHEREAS, City Charter § 4.09 alsorequires such aStatement of Canvass to include the
following:
The total number of votes cast;
The total number of individuals registered before 7:00 am on election day and the total
number of individuals registering on election day;
The total votes cast for each candidate, with a declaration of those who are elected;
A true copy of the ballots used;
The names of the judges of election;
Such other information as may seem pertinent; and
WHEREAS, the Abstract of Votes Cast, which is attached hereto as Exhibit A, contains all
election results and statistics required by the City Charter; and
WHEREAS, the Judge Board Report, which is attached hereto as Exhibit B, contains the names
of judges of election; and
WHEREAS, the Notice of Municipal Ballot, which is attached hereto as Exhibit C, is a true copy
of the ballots used in the election; and
WHEREAS, as a result of the General Election held on November 3, 2020, the following
individuals were elected to the following City offices:
Mayor, Scott Lund;
Councilmember–at–Large, David Ostwald; and
WHEREAS, pursuant to the City Charter § 3.01, those elected shall be sworn in at the regular
meeting of the City Council on January 4, 2021 for terms expiring four years thereafter.
NOW, THEREFORE BE IT RESOLVED, that the Canvassing Board for the City of Fridley
hereby declares and certifies this Statement of Canvass, and its associated exhibits, for the General
Election held of November 3, 2020; and
BE IT FUTHER RESOLVED, that the City Clerk shall maintain on file this Statement of
Canvass and transmit a certified duplicate of the same to the County Auditor; and
BE IT FUTHER RESOLVED, that the City Clerk shall forthwith notify all persons elected of
the fact of their election, and the persons elected shall take office at the time provided for by
Section 3.01, upon taking, subscribing and filing with the City Clerk the required oath of office.
