Motion Passed Unanimously Approval of Minutes Chair Dritz called for a motion to adopt the minutes from the June 9 Environmental Quality and Energy Commission minutes. Commissioner Foell made a motion to approve the minutes and Commissioner Klemz seconded the motion to approve the minute with the abovementioned correction. MOTION PASSED unanimously New Business 1)!Mississippi River Corridor Critical Area (MRCCA) Ordinance Update Ms. Workin told the commissioners the City was notified by the DNR that we are required to update our 4 Jufn!2/ sissippi River who delivered a presentation on the MRCCA and the ordinance update. Ms. Workin said that staff would work on the ordinance update and bring a draft to the EQEC to workshop. Old Business 1)!Micromobility sharing update Ms. Workin said that that a First Reading of an ordinance to allow the licensing of micromobility sharing operations was held by council following a text amendment from Bird Rides, Inc. A second reading of the ordinance will be scheduled once licensing materials from Bird Rides, Inc is obtained. Other 1)!Compostable Item Program Ms. Workin shared that the City has been offering compostable party packs at cost to people who rent facilities at Springbrook Nature Center or City Parks. She will said she is working with the Recreation Department to expand this option to all residents through the Recreation software program. She also said that the City is providing 10 block parties compostable supplies through the Green Block Party program. 2)!Informal Status Updates a.!Increased funding for Water Efficiency Rebate Program Ms. Workin shared that the City received additional money from the Met Council to support the water efficiency rebate program which provides residents rebates for water efficient toilets, washing machines, and irrigation controllers. a.!Rainbow Treecare starting treatment July 26 Ms. Workin shared that the Rainbow Treecare will be treating over 200 public trees for the City starting July 26. b.!Boulevard on sidewalks Ms. Workin provided a response to a question asked at the June EQEC meeting with regards to the possibility preferred option; however, the City may choose to install a paved buffer due to land owner concerns or cost impacts that arise when moving the trail further into the right-of-way. c.!PEL study study. 5 Jufn!2/ d.!Water efficiency Commissioner Stoxen asked if the City considered enacting a watering ban during the recent heatwave. Through a series vision, goals, and strategies. This Energy Action Plan was adopted by the City Council in November 2018. Following the adoption of the plan, the City engaged in significant new outreach and programming around energy including: !Multiple citywide mailing campaigns around energy efficiency and renewable energy !Multiple tabling events and group specific presentations !Annual energy breakfasts for the business community !Targeted outreach to all multi-family buildings !Integration of energy information in planning and building materials !A study of energy use in municipal water production by MnTAP and adjustment of well production based on well efficiency !Leasing of one electric vehicle with additional electric vehicle planned !Entered into subscription agreement for community solar garden The impact of these activities is outlined in further detail in the attached debrief slides. As the first phase of the Energy Action Plan implementation wraps up, additional discussion is needed on strategies and timeline for Phase 2 of the Energy Action Plan implementation. The full energy action plan can be found at www.FridleyMn.gov/Energy. Recommendation Partners in Energy has compiled the original strategies from the Energy Action Plan to be organized a starting point of discussion is attached. The City is looking for groups to host different clean up sites at parks or other locations around the City. Recommendation Discuss if EQEC should host a clean up site. We’re looking for residents, neighborhood groups, community organizations, and local businesses to organize and host clean up locations for this event. Participate in one of three ways: Organize and host a clean up site. Learn more about hosting and organizing a clean up site online. Register your host site by Friday, September 10 online, or by calling 763-572-3579. Join a clean up site. Community members are welcome to join a clean up site that is organized and hosted by other community members. A list of clean up locations that are open to community members will be available starting on Wednesday, September 15 online. Do it “DIY” or “Do it Yourself” style. Head out anytime on Saturday, September 25 or Sunday, September 26 to pick up trash and litter in parks, on trails, or in your neighborhood. Personal Items: The Citywide Clean Up will NOT include pick up or disposal of personal unwanted items or trash.
