Vision Statement We believe Fridley will be a safe, vibrant, friendly and stable home for families and businesses. 3 Jufn!2/ ENVIRONMENTAL QUALITY AND ENERGY COMMISSION Fridley Municipal Center, 7071 University Ave Ne MINUTES bƚǝĻƒĬĻƩ ВͲ ЋЉЋЊ Location: City of Fridley Civic Campus, Fireside Room Call to Order Commissioner Olberding called the Environmental Quality and Energy Commission to order at 7:01 p.m. Present: Sam Stoxen, Justin Foell, Nick Olberding, Mark Hansen, Heidi Ferris Absent: Aaron Klemz, Amy Dritz Staff: Rachel Workin, Environmental Planner Adoption of the Agenda Commissioner Olberding requested to add the to the agenda as an Commissioner Hansen made a motion to adopt the agenda and Commissioner Stoxen seconded the motion to adopt the agenda as amended. MOTION PASSED UNANIMOUSLY Approval of Minutes Commissioner Olberding called for a motion to adopt the minutes from the September 14 Environmental Quality and Energy Commission minutes. Commissioner Ferris made a motion to approve the minutes and Commissioner Foell seconded the motion to approve the minute with the abovementioned correction. MOTION PASSED UNANIMOUSLY New Business 1)! Approve the 2022 Meeting Dates for the Environmental Quality and Energy Commission Commissioner Stoxen made a motion and Commissioner Hansen seconded the motion to adopt the 2022 meeting minute dates as included in the packet. 2)!Approve the Energy Action Plan Addendum and MOU Extension with Xcel Energy Ms. Workin shared the Energy Action Plan Addendum and MOU Extension based on the workshop conducted at the August 10 meeting and reviewed at the September 14 meeting. She also shared energy outreach activities 4 Jufn!2/ conducted this fall. Commissioner Foell made a motion to approve the Energy Action Plan Addendum and MOU Extension with Xcel Energy and Commissioner Ferris seconded the motion. MOTION PASSED UNANIMOUSLY Old Business None Other 1)Rice Creek Neighborhood Raingarden Project Ms. Workin shared that the City would be installing 6 raingardens in the Rice Creek Neighborhood in partnership with the Rice Creek Watershed District. 2)MPCA Resiliency Planning Grant Commissioner Olberding shared an open MPCA grant for resiliency planningaround stormwater, climate, and wastewater. Commissioners discussed potential application opportunities. Adjournment CommissionerHansenmoved to adjourn the meeting and Commissioner Stoxenseconded the motion. Current events and some initial ideas that might provide an opportunity of an environmental outreach in 2022 include: Winterfest o Smart Salting through Coon Creek Watershed District o Winter biking Front Door Grant Open House o Home Energy Squad Recycling Drop-offs (5 in 2022) Environmental Fun Fair Concert in the Park series o Book and puzzle swap Garage Sale o Reuse options Household Hazardous Waste Clean Up o Recycling Rain Barrel Workshop 49rs Days o EV showcase o Turf grass trailer o Native Plants? The following activities were completed this past month: 100+ Light Bulb kits with information on energy programs distributed during Coats from Cops EV owner video filmed for cable news and December Community Connection HRA approved insulation rebate The following activities are projectedin the next month: December 15-Planning Commission approval of Phase 2 of Energy Action Plan and MOU December 20-City Council approval of Phase 2 of Energy Action Plan and MOU January 11-Kick of meeting with Xcel Energy and CEE Work with CEE to design outreach material for insulation rebate (March rollout) Work with CEE to design outreach material for Fire Department Safety Visits Recommendation Commissioners should review and discuss if there are other activities that should be considered. A potential grant topic was not identified, so it was determined to resume the discussion at the December meeting. Staff are discussing the possibility of apply for a grant related to the decreasing the impacts of Inflow and Infiltration of its sanitary sewer system due to climate change.
