Resolution No. 2022-81 Prepare Prelim Rep, Plans & Specs ST2023-01 Resolution No. 2022-81 rd Ordering Preparation of Preliminary Report, Plans, and Specifications for 53 Avenue Trail and Walk Improvements, Project No. ST2023-01 Whereas, the City of Fridley (City) has developed an Active Transportation Plan that identifies rd improvements to promote multi-modal travel along 53 Avenue from Main Street to Central Avenue (Project); and Whereas, outreach to the adjacent neighborhood by City staff to receive feedback included a hosted onsite event in October 2019; and Whereas, the public’s preferred option was to have a multi-use trail on one side of the street and a sidewalk on the other side of the street; and rd Whereas, the City has successfully obtained State funding to improve 53 Avenue from Main Street to Central Avenue; and Whereas, this project has been incorporated into the City’s Capital Investment Program; and rd Whereas, the 2040 Comprehensive Plan has identified this segment of 53 Avenue to be in need of pedestrian and bicycle facilities. Now, therefore be it resolved, that the City Council of the City of Fridley hereby finds it to be in the best interests of the City and affected property owners that there is to be constructed certain improvements to-wit: Street, trail and walk improvements, including pavement reconditioning/resurfacing, asphalt trail, concrete sidewalk, trail and walk connections and intersection improvements, curb & gutter, storm sewer and striping including the street segments as follows: rd 53 Avenue from Main Street to Central Avenue Be it further resolved, that the work involved in said improvements listed above shall hereafter rd be designated as Project No. ST2023-01, 53 Avenue Trail and Walk Improvements Project. Be it further resolved, that the Public Works Director, James Kosluchar, P.E., or their designee, is hereby authorized and directed to draw the preliminary plans and specifications and to tabulate the results of his estimates of the costs of completion and all fees and expenses incurred (or to be incurred) in a preliminary report of his finding stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements (and the estimated costs as recommended), including also a description of the lands or area as may receive benefits therefrom and as may be proposed to be assessed.
