(TTD/763-572-3534). 2 Jufn!2/ AGENDA REPORT Meeting Date:July 11, 2022 Meeting Type:City Council Conference Meeting Submitted By:James Kosluchar, Public Works Director Title Update on Anoka County Central Avenue / Gardena Avenue Roundabout Project Background The City of Fridley has been cooperatively working with the Anoka County Highway Department to make safety improvements at the intersection of Central Avenue and Gardena Avenue. Anoka County ment Program, and with City support was successful in receiving an award of federal funding to improve the intersection through construction of a roundabout. This award shows the project safety benefits are great enough to be competitive with other projects contemplated and applied for in our metro area. Anoka County has progressed to a 60% design of the project. Financial Impact No formal action is requested. Discussion At the conference meeting, we would like to take time to review updates on the design of the Central Avenue and Gardena Roundabout. We have had a very good design process with the Anoka County Highway Department on this project, scheduled for construction in 2023. Communication has been frequent and gone smoothly, and the design has a number of positive outcomes for the City. We want to have this discussion with you prior to the next open house on July 19, 2022. The project Joint Powers Agreement is also on the regular agenda, we believe this brief update and discussion will be helpful for staff and Council. The latest concept is attached for your review. Jufn!3/ AGENDA REPORT Meeting Date:July11, 2022 Meeting Type:City CouncilConference Meeting Submitted By:Mike Maher, Community Services Director Title: Moore Lake Community Building Update Background City staff have been working with OertelArchitects on a floorplan and exterior elevation concepts for a community building to be constructed at Moore Lake Park. Staff has provided the architect with expected uses of the building includingcommunity rentals, programs, events, partnerships and asa voting site. Additionally, the building design concept includes a covered plaza area which serves several functions including restroom and drinking water access, outdoor gathering space, and opportunities for wayfinding, interpretive signage, art installations, and ramped building access needed due to the elevation of the structure to meet flood zone requirements. Financial Impact The budget for the Moore Lake Community Building has been tentatively set at three million dollars, which is included in the Draft Capital Investment Plan reviewed in June and will be funded through the Park System Improvement Plan bonds recently issued. Recommendation Staff would like to review the vision for community use and programming (see attached) along with ideas applied so far to arrive at the current building design concepts. Staff desires feedback from the Council on operational expectations such as staffing, restroom access and rental guidelines as well as the early building design concepts.
