landing on the moon, died Oct.
13. He was 93.
W hen he joined the Air
Fo rce in 1951 as an aviation
cadet after attending junior
college, McDivitt had “never
been in an airplane, never been
off the ground,” as he recalled
in an interview for NA SA’s
Jo hnson Space Center Oral
History Project.
He flew 145 fighter mis-
sions during the Korean War,
became an Air Fo rce test pilot
and was selected by NASA in
September 1962 a s one of n ine
astronauts for the Gemini pro-
gram, the bridge between the
original M ercury Seven astro-
nauts and the Apollo missions
leading to the moon landings.
McDivitt was in command
of t he Gemini 4 capsule, which
orbited Earth for nearly 98
hours over four days in June
1965, a record f or a two-person
spaceflight.
The mission’s p rimary goal
wa s to determine whether
astronauts could withstand
prolonged time in space, s ome-
thing they did just fine. But its
most celebrated achievement
was a pioneering 20-minute
spacewalk by McDivitt’s fel-
low crewman, Edward White
II, who had been his classmate
at the University of Michi-
gan and had become his best
friend.
McDivitt created a stir of
his own when he reported
spotting what a ppeared to b e
a satellite orbiting near his
spacecraft and took photo-
graphs of it.
As he later told it in the
NA SA oral history: “It had a
geometrical shape similar to
a beer can or a pop can and
with a little thing maybe like
a pencil or something sticking
out of i t. It was all white.”
But when NA SA a nd McDi-
vitt looked at t he photos, they
found nothing that resembled
a UFO. McDivitt felt that his
photographs had been out of
focus, but he came to doubt
that he had, in fact, seen
another spacecraft. He s aid he
had probably g limpsed a piece
of ice or Mylar that had fallen
off his space capsule.
M cDivitt’s second, and last,
space mission came in March
1969 w hen he commanded the
Apollo 9 flight, a 10-day orbit-
ing of E arth by a t hree-person
crew. McDivitt flew with Rus-
sell Schweickart in a pioneer-
ing test of the lunar module,
the prototype of the space
vehicle that carried Neil Arm-
strong and Buzz Aldrin to the
moon four months later. W ith
David Scott piloting the Apollo
9 craft, the lunar module dis-
engaged from it, orbited more
than 100 miles away and then
returned to it.

born June 10, 1929, in Chicago
and grew up in Kalamazoo,
Mich.
After the Korean Wa r, he
was sent by the Air Fo rce to
the University of M ichigan for
his final two years of college.
He g raduated first in his class
in 1959 w ith a Bachelor of S ci-
ence degree in aeronautical
engineering.
He became a test pilot at
Edwards Air Force Base in
California, then entered the
Air Force aerospace research
program there, a t raining facil-
ity for prospective a stronauts.
Soon afterward, he was picked
for the Gemini program.
Benjamin
Civiletti, who as
attorney general
advised Presi-
dent Jimmy
Carter while the
White House
struggled over the hostage-
taking of 52 Americans after
the seizure of t he U.S. Embassy
in Te hran in 1979, died Sunday
at h is home i n Lutherville, Md.
He was 87.
Civiletti had health prob-
lems related to Parkinson’s,
said his wife, Gaile.
O n the world stage, C iviletti
became the Carter administra-
tion’s e nvoy a nd confidant dur-
ing the 444-day hostage crisis.
He helped give Carter legal
authority to seize more than
$11 billion in Iranian assets and
took the rare s tep of a ppearing
in person before the Interna-
tional Court of Justice at The
Hague to s eek g reater interna-
tional pressure for release of
the embassy c aptives.
A t home, however, C iviletti
was sometimes seen as at o dds
with the White House. The Jus-
tice Department opened polit-
ically sensitive investigations
that included alleged banking
improprieties by C arter’s b ud-
get director, Bert Lance; ques-
tions over payments by Libya
to Carter’s brother, Billy; and
reports of cocaine-and-sex
parties at New York’s Studio
54 nightclub by Carter’s chief
of staff, Hamilton Jordan.
None of the probes led to
convictions, but they further
eroded Carter’s image and
— in the case of Billy Carter
— brought Civiletti into the
political cross hairs after
disclosures he privately dis-
cussed the investigation with
the president. An investiga-
tion found no wrongdoing by
Civiletti.
H e moved into the top role
at the Justice Department in
August 1979 after the resig-
nation of Griffin Bell. Three
months later, on Nov. 4, 1979,
Iranians students and others
stormed the U.S. Embassy,
eventually holding 52 h ostages
and parading some blind-
folded before the public.
The global outrage to the
hostage-taking was swift, but
the United States and its allies
had little leverage over the
Iranian revolutionaries led by
Ayatollah Ruhollah Khomeini.
To u nderscore the U.S. desper-
ation, Civiletti went in person
to the International Court
of Justice — a task normally
handled b y lower-level Justice
Department staff or others.
The court backed the U.S.
appeal to f ree the captives, but
Iran simply s coffed at t he judg-
ment. A c artoon in the Chicago
Tr ibune portrayed Civiletti
addressing the International
Court of Justice while an Ira-
nian mullah rips away at his
trousers.
The U.S. troubles mounted.
On April 24, 1980, a military
mission to free the hostages,
Operation Eagle Claw, unrav-
eled after problems grounded
three of eight helicopters
bound for a staging area in
Iran. During the pullout, one
chopper collided with a C-130
transport plane, killing eight
service members.
T he failure appeared to s eal
the political fate for Carter.
Secretary of S tate Cyrus Va nce,
who had opposed the military
mission, resigned in protest.
Carter was trounced by Ron-
ald Reagan in the 1980 election.
Iran then used the moment. It
freed the hostages on Jan. 20,
1981, during Reagan’s inaugu-
ration. Civiletti stepped down
as attorney general the previ-
ous day.

A pedestrian died late
We dnesday in north Min-
neapolis after being hit by a
driver who left the scene.
Officers found a man in
his 30s lying on W. Broadway
near Logan Av enue when
they arrived at the scene
around 11:30 p.m., said police
spokesman Garrett Parten.
Police unsuccessfully per-
formed lifesaving efforts and
the victim died at the scene,
Parten said. The man’s n ame
has not been released.
Preliminary information
indicates the man was hit by
a vehicle that did not stay at
the scene, Parten said. No o ne
has been arrested and police
did not give d etails about the
type of vehicle involved.
Investigators from the
Minneapolis Tr affic Unit
and forensic scientists from
the Minneapolis Fo rensic
Division processed the scene
and collected evidence.
Homicide investigators also
responded, Parten said.

year review of the remedies imple-
mented at former Naval Industrial
Reserve Ordnance Plant (NIROP)
Fridley,Minnesota.The purpose of
this five-year review is to ensure
that the selected remedies are ef-
fectively protecting public health
and the environment.The five--
year review process is mandated
under the Comprehensive Environ-
mental Response,Compensation,
and Liability Act,otherwise known
as CERCLA or Superfund,for sites
where the selected remedial ac-
tions result in hazardous substan-
ces,pollutants,or contaminants
remaining at the site above levels
that allow for unlimited use and
unrestricted exposure.
NAVFAC MIDLANT will conduct in-
terviews,review reports,and as-
sess site conditions to evaluate if
the remedies remain protective of
human health and the environ-
ment.Public participation is en-
couraged and welcomed.If you
are interested in participating in
the interview process,please con-
tact the Environmental Coordina-
tor (listed below).The sixth five--
year review will be completed by
Oct.1,2023,and will focus on the
following Operable Units (OUs)
where remedial actions have been
implemented:
