MINUTES CALL TO ORDER Chairperson Showalter called the Housing and Redevelopment Authority meeting to order at 7:00 p.m. PRESENT Elizabeth Showalter Gordon Backlund Kyle Mulrooney Troy Brueggemeier Paul Bolin, HRA Assistant Executive Director Vickie Johnson, Development Consultant ACTION ITEMS 1. Approval of Expenditures Motion by Commissioner Backlund to approve the expenditures. Seconded by Commissioner Mulrooney. UPON A VOICE VOTE, ALL VOTING AYE, CHAIR SHOWALTER DECLARED THE MOTION CARRIED UNANIMOUSLY. 2. Approval July 7, 2022, Meeting Minutes Motion by Commissioner Brueggemeier to approve the meeting minutes of July 7, 2022 as presented. Seconded by Commissioner Backlund. UPON A VOICE VOTE, ALL VOTING AYE, CHAIR SHOWALTER DECLARED THE MOTION CARRIED UNANIMOUSLY. 3. Approval of HRA Tax Levy for Taxes Payable in 2023 Mr. Bolin provided a presentation on the proposed 2023 HRA levy which is equal to .0185 percent of the estimated market value. He stated that in 2023 the levy would allow the HRA to collect $633,571. He stated that there is a draft resolution which staff recommends adopting tonight and noted that this will th go forward to the City Council for consideration on September 26 and certified to the County by th September 30. Motion by Commissioner Backlund to approve Resolution No. 2022-05 Adopting a 2022 Tax Levy Collectible in 2023. Seconded by Commissioner Mulrooney. Adopt HRA Resolution No. 2022-06 Approving Funding for Installation of Trees at 61 and University Avenue Parklet st Mr. Bolin provided background information on the site located at 61 and University Avenue which was st acquired by the City through tax forfeiture. He displayed the preferred concept for the 61 Avenue parklet and reviewed the details of the different elements within the concept. He provided details on the proposed tree installation which could occur during fall of 2022 and spring of 2023. He stated that staff recommends approval of the draft resolution. The Commissioners asked for clarification on the stockpiled dirt the City would use, whether the City would retain ownership, and the height and diameter of the trees. Mr. Bolin provided details on the soil that would be used and confirmed the City would retain ownership. He clarified that the trees would be 12 to 15 feet at the time of installation and estimated a diameter of at least eight inches. Motion by Commissioner Backlund to adopt Resolution No. 2022-06 Approving Funding for Installation st of Trees at 61 and University Avenue Parklet. Seconded by Commissioner Mulrooney. UPON A VOICE VOTE, ALL VOTING AYE, CHAIR SHOWALTER DECLARED THE MOTION CARRIED UNANIMOUSLY. INFORMATIONAL ITEMS 5. Update on Housing Programs Mr. Bolin provided a summary of the HRA loan program during August and year to date. He also reviewed the August and year to date data for the HRA grant programs. ADJOURNMENT MOTION by Commissioner Mulrooney to adjourn the meeting. Seconded by Commissioner Brueggemeier.
