Resolution No. 2023-33, Approving MN DNR Outdoor Recreation Grant App. for SNC Play Area Improvements Resolution No. 2023-33 Approving Minnesota Department of Natural Resources Outdoor Recreation Grant Application For Springbrook Nature Center Play Area Improvements Whereas, the Minnesota Department of Natural Resources (DNR) offers an Outdoor Recreation Grant Program designed to connect people to the outdoors, promote conservation, and improve access to natural resources; and Whereas, the City of Fridley (City) has identified the need to expand the nature play area at its Springbrook Nature Center facility; and Whereas, through subsequent meetings, City staff and other key stakeholder groups find that an application to the DNR’s Outdoor Recreation Grant Program for Springbrook Nature Center’s Play Area Improvements (Project) would benefit this service offering to the community; and Now, therefore be it resolved, that the Fridley City Council hereby finds and orders: 1. The City will act as legal sponsor for the project contained in the Outdoor Recreation Grant application to be submitted on March 30, 2023 and that Tara Rogness, Springbrook Nature Center Manager, is hereby authorized to apply to the DNR for funding of this project on behalf of the City. 2. The City maintains an adequate Conflict of Interest Policy and, throughout the term of the contract, will monitor and report any actual or potential conflicts of interest to the State, upon discovery. 3. The City has the legal authority to apply for financial assistance, and it has the financial capability to meet the match requirement (if any) and ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life. 4. The City has not incurred any development costs and has not entered into a written purchase agreement to acquire the property described in the Cost Breakdown section on this application. 5. The City has or will acquire fee title or permanent easement over the land described in the boundary map or recreational site plan included in the application. 6. Upon approval of its application by the State, the City may enter into an agreement with the State for the above-referenced project, and that the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement including dedicating the park property for uses consistent with the funding grant program into perpetuity.
