Resolution No. 2023-43, Receiving Bids and Awarding Moore lake Park Community Building and Site Improvements Project Resolution No. 2023-43 Receiving Bids and Awarding Moore Lake Park Community Building and Site Improvements Project Whereas, the City of Fridley (City) began a process of understanding the needs and desires of residents for City parks improvements in 2019 called "Finding Your Fun in Fridley" by conducting public workshops with residents; and Whereas, Fridley residents expressed an interest in improving City parks by upgrading playgrounds and amenities; and Whereas, on April 25, 2022, the Fridley City Council (Council) adopted Resolution No. 2022-36, which approves the Park System Improvement Plan Final Report and authorizes staff to begin the implementation phase of the Plan; and Whereas, the Park System Improvement Plan provides funding for its implementation and includes construction of a community building and site improvements in Moore Lake Park; and Whereas, Resolution No. 2023-22 passed by the Council on February 27, 2023, directed staff to advertise for bids for the Moore Lake Park Site and Building Improvement Project in order that contract awards and construction can be considered; and Whereas, the Project was bid with solicitation of two alternate bid items that included the North Parking Lot and Pickleball court in order that these improvements supplemental to the Park System Improvement Plan be evaluated for potential addition to the project; and Whereas, following the bid opening, a bid protest was submitted to the City by Laketown Electric Corp. relating to bids provided by NEO Electrical Solutions for Bid Package 1 (Site Improvements) and Bid Package 2 (Community Building); and Whereas, The City has determined that the bids provided by NEO Electrical Solutions are responsive, as the lack of acknowledgement by NEO Electric provides them with no competitive advantage or change in work or materials that would reduce their cost or quality of the work. Now, therefore be it resolved, that the City Council of the City of Fridley hereby receives the bids for the Moore Lake Park Community Building and Site Improvements Project per the attached bid tabulations in Exhibit A; and Further, be it resolved, that the City Council of the City of Fridley hereby awards the base bid project to the respective lowest responsive bidders shown in the summary in Exhibit B in the total amount of $5,447,049.71; and Further, be it resolved, that the City Council of the City of Fridley hereby rejects the Alternate 1 and Alternate 2 bids; and Resolution No. 2023-43 Page 2 Further, be it resolved, that funding and savings strategies identified by City Staff be pursued and applied to maintain the budget for the Park System Improvement Plan. th Passed and adopted by the City Council of the City of Fridley this 24 day of April, 2023. _______________________________________ Scott J.
