Awarding 2023 Street Rehabilitation Project No. ST2023-01
Whereas, the 2023 Street Rehabilitation Project No. ST2023-01 (Project) included as part of the City
of Fridley’s (City) regular street maintenance programs under its Capital Investment Program and
includes rehabilitation in four distinct project locations: Cheri Lane-Fillmore Street east of Trunk

Highway 65 and south of I-694, 51 Way and the East River Road East Service Drive in the southern
industrial center, East River Road West Service drive north of I-694 accessing the Georgetown
rd
Apartments, and Stinson Boulevard from 73 Avenue (County Road H2) to Osborne Road (County
Road I), along with associated roadway repairs, and other ancillary items; and
Whereas, the City has prepared a Capital Investment Program to systematically reconstruct streets
in the City regularly to maintain roadway quality and performance; and
Whereas, Resolution No. 2022-151 adopted December 19, 2022 received the Project feasibility
report and called for a public hearing on the matter of the construction of certain improvements
listen therein; and
Whereas, a public hearing regarding said improvements considered under the Project was set for
January 9, 2023, and ten days mailed notice and two weeks published notice of the hearing was
given; and
Whereas, at said hearing on improvements, the City Council heard all those persons who desired to
address the Council; and
Whereas, Resolution No. 2023-04 subsequently adopted January 9, 2023 ordered final plans,
specifications and calling for bids.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves received
bids per the bid tabulation attached as Exhibit A, and award the 2023 Street Rehabilitation Project
No. ST2023-01 to the lowest responsive bidder, T.A. Schifsky & Sons, Inc. of North St. Paul, MN in the
amount of $1,542,764.93.
