Award of 53 Avenue Trail and Walk Improvements Project No. ST2023-21

Whereas, the 53 Avenue Trail and Walk Improvements Project No. ST2023-21 (the Project) has been
incorporated into the City of Fridley’s Capital Investment Program; and

Whereas, the Project includes street rehabilitation of 53 Avenue, along with associated roadway
repairs, and other ancillary items; and
Whereas, the City of Fridley has developed an Active Transportation Plan that identifies
rd
improvements to promote multi-modal travel along 53 Avenue from Main Street (County Road
102) to Central Avenue (Trunk Highway 47); and

Whereas, the City of Fridley has successfully obtained state funding to improve 53 Avenue from
Main Street (County Road 102) to Central Avenue (Trunk Highway 47); and
Whereas, Resolution No. 2022-144 adopted December 12, 2022 received the Project feasibility
report and called for a public hearing on the matter of the construction of certain improvements
listen therein; and
Whereas, a public hearing regarding said improvements considered under the Project was set for
January 9, 2023 and ten days mailed notice and two weeks published notice of the hearing was given;
and
Whereas, at said hearing on improvements, the City Council heard all those persons that desired to
address the Council; and
Whereas, Resolution No. 2023-03 subsequently adopted January 9, 2023ordered final plans,
specifications and calling for bids; and
Whereas, electronic bids were received and publicly read aloud at 2:00 PM on June 22, 2023; and
Whereas, the City of Columbia Heights, who are partners on this project through a joint powers
agreement, concurs with the recommended award.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves received

bids per the attached bid tabulation and award the 53 Avenue Trail and Walk Improvements Project
No. ST2023-21 to the lowest responsive bidder, Park Construction Company of Fridley, MN in the
amount of $1,776,297.26.
