Authorizing a Safe Streets and Roads for All Grant Application to
Create a Safety Action Plan
Whereas, the City of Fridley (City) is the legal sponsor for the project contained in the Safe Streets
For All (SS4A) Grants Program application; and
Whereas, the Bipartisan Infrastructure Law (BIL) established the Safe Streets and Roads for All
(SS4A) discretionary program in 2022 to provide $5-6 billion in grants over a five-year period with
funding supporting the Department’s National Roadway Safety Strategy and a goal of zero deaths
and serious injuries on our nation’s roadways; and
Whereas, the City will use SS4A planning grant funding to develop a city-wide Safety Action Plan
for the safety and benefit of all transportation network users; and
Whereas, the City will use SS4A planning grant funding to conduct planning, design, and
development activities in support of a multimodal, equity-informed Safety Action Plan; and
Whereas, the city-wide Safety Action Plan will address existing safety, access, and mobility issues
on roadways throughout the state and local system, and will significantly improve regional freight
and commuter traffic and enhance economic development; and
Whereas, the City recognizes grant agreements may not exceed five years and is committed to
completing the city-wide Streets for All Plan within that time frame.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby:
1. Supports the pursuit of Safe Streets For All (SS4A) Discretionary Program funding and
authorizes staff to prepare and submit the necessary application materials.
2. Commits to guiding a process that will result in a Streets For All Plan that meets SS4A
program requirements and results in priority projects which are eligible for future
implementation funding awards.
