Awarding 53 Avenue Roundabout Safety Project No. ST2023-22

Whereas, the construction of certain improvements identified as the 53 Avenue Roundabout Safety
Project No. ST2023-22 (Improvements) is deemed to be in the interest of the City of Fridley (City) and
the property owners affected thereby; and
Whereas, the City has prepared a Capital Investment Program to systematically reconstruct streets
in the City regularly to maintain roadway quality and performance; and
Whereas, the City has received a Highway Safety Improvement Program grant of $730,800 for the
improvements; and
Whereas, the City has entered into a Joint Powers Agreement with the City of Columbia Heights to
collaborate to meet mutual goals of the respective communities and fund the Improvements; and
Whereas, Resolution No. 2023-09 adopted January 23, 2023 received the Project feasibility report
and called for a public hearing on the matter of the construction of certain improvements listen
therein; and
Whereas, a public hearing regarding said improvements considered under the Project was set for
February 13, 2023 and ten days mailed notice and two weeks published notice of the hearing was
given; and
Whereas, at said hearing on improvements, the City Council heard all those persons that desired to
address the Council; and
Whereas, Resolution No. 2023-16 subsequently adopted February 13, 2023 ordered final plans,
specifications and calling for bids.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby receives the bids

per the attached bid tabulation (Exhibit A) and authorizes the award of the 53 Avenue Roundabout
Safety Project No. ST2023-22 to the lowest responsive bidder, Forest Lake Contracting, Inc., of Forest
Lake, MN, in the amount of $1,384,132 pending the City Engineer’s receipt and approval of federal
aid authorization requirements.
