Approving City Licenses
Whereas, the Fridley City Code (Code) and various sections of Minnesota Statute (M.S.) direct
licensing requirements for certain business activities within the City of Fridley (City); and
Whereas, pursuant to Section 310 of the Code, the City Council shall approve Hemp THC Products
Shop licenses; and
Whereas, a Hemp THC Products Shop license application was submitted by Yamen Haidairi for
Mr. Tobacco located at 7610 University Avenue N.E., and by Yasir Abuhaleigah for Four Corners
Tobacco located at 1301 Mississippi Street N.E. ; and
Whereas, a Massage Therapy Individual License application was submitted by Nelson Dufrense
to perform massage therapy at Hawkins Healing located at 7362 University Avenue N.E. ; and
Whereas, pursuant to Section 125 of Code, the City Council shall approve Massage Therapy
Individual licenses; and
Whereas, applicable City staff have reviewed the applications and conditions of the City’s licenses;
and
Whereas, applicable City staff recommend the approval of the following licenses by the City
Council.
Now, therefore be it resolved, that the City Council of the City of Fridley hereby approves the
following licenses for a term beginning on August 15, 2023 and ending on April 30, 2024.
